    I agree with Ron, use the 104.  Pay attention to required exit door swings, panic bars, exit signs and emergency lighting for the expanded space.

    Go with the full count, fire codes don't get negated by health issues, and at some point they will return to normal capacity. 

    Since they will still be under 300 total it shouldn't kick in to the next level of requirements.

    I have Honda here expanding their cafeteria and a set of locker rooms. On the plans, the cafeteria is adding 104 seats to the 172 already there. The plans say there is no increase in occ load. I have heard they are expanding it due to social distancing concerns, so they are only planning on having 52 seats. So do you figure the occ load with 104 or 52 added seats? My problem is that the 52 might not be such a big  deal, but when and if the social distancing goes away, there are 104 more places to sit and that should and will increase the occ load calculations. I hope this makes sense.
