IDHS has backed off of their original position that HEA 1575 means we cannot have local ordinances.  They have a position statement at https://www.in.gov/dhs/boards-and-commissions/, in which they state in part that administrative ordinances, which includes fines and fees, are still applicable and enforceable.

The challenge is that no one, to my knowledge, has challenged HEA 1575 in court, and therefore, it's unknown as to how the courts will interpret 1575.
